1 person goes missing in PH every 15 minutes

Some pretty worrisome statistics.
According to Philippine Missing Persons, one person goes missing every 15 minutes in the country.
Most of the individuals who usually go missing are the elderly, mentally-challenged, and young girls.
Families of missing persons often look for their relatives on their own, since they do not know who to ask for help.
With this rising number of missing persons, should the government create a separate agency that will focus solely on helping families look for their kin?
